Is Waterfall really closer to AI-DLC than Scrum?

Structurally, often yes — Waterfall's phase discipline and formal sign-offs map more directly onto AI-DLC's three phases and gate structure than Scrum's ceremony-centric model. The distance for Waterfall organisations is cultural (synchronous availability), not structural. Section 4 covers this in full.

Can we skip straight to Phase 2 if we're confident?
